President Vjosa Osmani has proposed a budget extension to ensure that Kosovo’s citizens are not left without salaries or basic welfare.
Osmani made this proposal after noting that there was no political willingness to proceed with the budget approved earlier today by the caretaker government.
“The second issue I raised was whether we can find a way forward through party consensus to move ahead with the budget and the Growth Plan. The longer the delay, the more we risk losing access to those funds. There was no readiness from a large number of parties to proceed with the budget. However, I proposed that we explore other constitutional options — one of them being a budget extension, meaning it would not be a new budget, but a continuation of the existing one, so that until March 31, 2026, citizens are not faced with a situation where they have no salaries or welfare,” Osmani said.
The President also addressed concerns raised by political parties regarding procedural matters, stating that she is prepared to personally take on the responsibility of submitting both the budget extension and the Growth Plan to the Assembly if necessary.
“There were concerns about procedures, so I proposed that if the initiatives are not submitted by the government, I will take on that responsibility as President and send both the budget extension and the Growth Plan to the Assembly as draft laws. Such an action is recognized as a constitutional right of the President. Some parties reviewed the proposal, and I will remain in contact with them in the coming days,” Osmani explained.
