Democratic Party of Kosovo MP Ganimete Musliu has sharply criticized Kosovo’s justice system, stating that the Acting Chief Prosecutor of the State, Besim Kelmendi, holds his position solely thanks to President Vjosa Osmani.
Musliu accused Osmani of refusing to decree Blerim Isufaj.
“…She chose to keep at the head of the Prosecutor’s Office a person with a questionable past regarding the Reçak case,” Musliu wrote, noting that Kelmendi is testifying today in the investigations concerning the Reçak massacre due to his role as assistant to the Serbian judge, Danica Marinković.
“The question is: where are Vjosa Osmani and Albin Kurti? How is it possible that neither of them bears public responsibility for the decisions that produced this situation? Their silence is moral complicity,” Musliu declared.

“What is happening today with the justice system in Kosovo is a disgrace — and this disgrace has a name and surname. Besim Kelmendi, who for three years has held the position of Acting Chief Prosecutor, is in that office thanks to a pure political decision of President Vjosa Osmani. She refused to decree Blerim Isufaj, a former KLA soldier, and instead chose to keep at the helm of the Prosecutor’s Office a person with a deeply questionable past regarding Reçak.
This decision is her political and moral responsibility.
Today, Kelmendi appears as a witness in the investigations of the Reçak massacre because of his role as assistant to Serbian judge Danica Marinković on January 16, 1999.
The fact that someone who stood on the side of Serbian structures during that time is today leading Kosovo’s Prosecutor’s Office is a slap in the face to the victims, their families, and our entire society. It is unimaginable, unacceptable, and inexcusable.
Ironically, three years ago, when these suspicions were raised publicly, Kelmendi threatened lawsuits instead of clarifying the truth. Today, reality is exploding in his face. Today, he must give answers.
The question is: where are Vjosa Osmani and Albin Kurti? How is it possible that neither of them assumes public responsibility for the decisions that led us here? Their silence is moral complicity.
After what has surfaced today, it is incomprehensible — even absurd — for Besim Kelmendi to continue leading the Prosecutor’s Office.
He must resign immediately. If he does not, then the Prosecutorial Council has only two options: either dismiss him, or openly admit that it has no will to cleanse the system of contested figures.
If even this does not happen, the message to citizens is clear: the institution tasked with fighting crime and upholding justice is being led by a man with a heavy shadow over his past. And this is humiliating for our state.”
