Dimal Basha: Kosovo Assembly Lacked Quorum, Regrets Low Attendance

Dimal Basha, head of the parliamentary group of Lëvizja Vetëvendosje (LVV), expressed regret after a failed session of the Kosovo Assembly, where the necessary quorum for decision-making was not reached.

The session was intended to address key issues related to the state budget and international agreements, including draft laws for the ratification of five international agreements sponsored by President Vjosa Osmani-Sadriu, representing approximately €1 billion in investments and grants for Kosovo.

Key Issues on the Agenda

Other items on the agenda included:

  • The 2026 State Budget, totaling nearly €4 billion.
  • The budgetary situation of the municipalities of Pristina, Gjilan, and Zubin Potok.
  • Financial solutions for RTK and the salaries of its employees.

Basha emphasized his willingness to establish permanent parliamentary committees in the Assembly, creating institutional conditions for the approval of serious matters for the country and its citizens.

Low Attendance and Institutional Concerns

According to Basha, aside from the LVV Parliamentary Group, the Multiethnic Group, and Deputy Chair Rashiq, participation from other parliamentary groups was insufficient. This resulted in the Assembly failing to reach the necessary quorum for decision-making on a day of significant importance for the country.

“I express my regret that broader participation was not achieved, which would have served the process and institutional responsibility,” Basha stated.

This incident occurs at a time when Kosovo faces a political deadlock, as the opposition calls for early elections due to the inability of Vetëvendosje to secure enough votes to form a government. The lack of consensus in the Assembly highlights the urgent need for political stability and decisive governance to advance budgets and international agreements.
