The Central Election Commission (CEC) is expected in the coming days to submit its budget request to the Government of Kosovo for organizing the early parliamentary elections scheduled for 28 December 2025.
While the CEC has not yet disclosed the exact amount—stating that the budget is still being prepared—estimates suggest that, if the cost is similar to the 9 February parliamentary elections, the total expenses for all electoral processes held in 2025 could reach around 28 million euros.
According to CEC spokesperson Valmir Elezi, the budget planned for the 9 February parliamentary elections was 8.7 million euros, while the local elections held on 12 October 2025 had an allocated budget of 10.5 million euros.
Final spending reports for these processes are still pending.
Elezi stated for EO:
- The planned budget for the 9 February elections was 8.7 million euros,
- The actual spending so far is around 7.9 million euros,
- The 10.5 million euro budget for the local elections includes the organization of the second round for mayoral races.
A final report will be published once all procedures are completed, providing exact figures on how much of the planned funds were spent.
Regarding the December 28 early elections, Elezi confirmed that the CEC is currently preparing its budget planning, which will be forwarded to the Kosovo Government for approval.
He stressed that the CEC has no pre-allocated budget for unplanned elections, and therefore must request additional funding each time early elections are announced.
The CEC also noted that the new General Elections Law expands the institution’s responsibilities, which is reflected in higher projected costs.
A significant portion of the budget is dedicated to paying election bodies, commissioners, and additional staff engaged throughout the electoral process.
