Rexhepi Alerts OSCE: Albanians in Preševo Valley Face Funding Blockages, Address Passivization, and Security Crisis

Enkel Rexhepi, Chairman of the Albanian National Council (KKSH), has raised concerns with the OSCE Head in Serbia, Marcel Peško, about the pressing challenges faced by Albanians in the Preševo Valley.

Rexhepi emphasized that the situation is not merely technical, but affects institutional representation, security, and fundamental rights.

“We highlighted the blocking of €304,511.16 allocated for KKSH, rejected three times without reason, despite 35,448 textbooks already being distributed and 3,650 students using them daily. This is a direct blow to our institution,” Rexhepi stated.

He also discussed the broader implications of blocked agricultural subsidies, lack of Albanian representation in the police, and the resulting security risks, stressing that a multiethnic police force is urgently needed.

Rexhepi further pointed to address passivization and non-recognition of diplomas by Serbian authorities as critical issues:

“We highlighted two of the most severe problems affecting daily life: the artificial displacement of the Albanian population through address passivization, and the denial of diploma recognition, which deprives our youth of employment in their qualified professions,” he said.

He urged for urgent action on these matters, including the implementation of the 7-Point Plan and the Action Plan for Albanian employment in local institutions, key frameworks for protecting Albanian rights.

Rexhepi underlined that institutional cooperation between KKSH and the OSCE remains essential to ensure the protection and representation of Albanians in Serbia.
