The Electoral Complaints and Appeals Panel (ECAP) has imposed a €45,000 fine on the political entity Serb List for violations of the Code of Conduct during the election campaign for the early parliamentary elections held on December 28.
According to the ECAP decision, the complaint filed by the political subject Kosovski Savez, headquartered in Leposaviq, was accepted as well-founded.
“The complaint, registered under number ZP.Anr.46/2025 and dated December 26, 2025, determined that Serb List violated the Code of Conduct for political entities, their supporters, and candidates during the election campaign,” the ruling states.
The decision further specifies:
“The complaint submitted by the political entity Kosovski Savez, with headquarters in Leposaviq, against the political entity Serb List, headquartered in North Mitrovica, is accepted as well-founded due to violations of the Code of Conduct during the election campaign for the Early Elections for the Assembly of the Republic of Kosovo on December 28, 2025. As a result, Serb List is sanctioned with a fine amounting to €45,000.”
Repeat Offense
The ruling also recalls that Serb List was previously fined €20,000 by the ECAP for similar violations of the Code of Ethics and Conduct during the same election campaign, indicating a pattern of repeated breaches.
