AARC and American Chamber of Commerce Urge Swift Formation of Institutions and Strategic U.S.–Kosovo Partnership

The Albanian American Relationship Council (AARC) and the American Chamber of Commerce in Kosovo have expressed deep concern over the continued delays in the formation of the Assembly and the establishment of a new government following the February 9 elections.

According to them, at a time when Kosovo is facing both critical challenges and opportunities—domestically and internationally—such institutional stagnation undermines democratic stability, economic development, and the country’s credibility on the global stage.

Their joint statement reads:

“AARC and the American Chamber call on Kosovo’s political leaders to act with urgency and responsibility in establishing fully functional institutions. The prolonged governance vacuum sends troubling signals to international allies and weakens Kosovo’s position in crucial geopolitical developments. These delays risk alienating supporters of Kosovo’s statehood while emboldening its detractors.

Kosovo cannot afford the luxury of internal political deadlock. No political calculation justifies the ongoing impasse. The people have clearly expressed their will, and that mandate must be respected through immediate institutional action. Stability, rule of law, and a vision for a better future must take precedence over political divisions.

We urge all political parties to set aside their differences and focus on the shared national interest—building a stronger strategic partnership with the United States, securing economic growth, creating jobs, and attracting American and other foreign investments. Kosovo’s young population, strategic location, and entrepreneurial spirit present a unique opportunity for American businesses and investors. However, this potential can only be unlocked with stable, transparent, and effective governance.

To unlock this potential, the American Chamber and AARC call for the establishment of a Strategic Economic Partnership between Kosovo and the United States. This formal framework should enhance bilateral cooperation in key sectors, including investment facilitation, export development, energy transition, digital transformation, and innovation. Rooted in shared democratic values, such a partnership would attract American investment, deepen industrial ties, and help integrate Kosovo into global value chains.

Both organizations also emphasize the importance of swiftly addressing key policy decisions, including the removal of customs tariffs on U.S. goods—a move already supported by the President of the Republic of Kosovo. Removing these barriers would demonstrate Kosovo’s commitment to a fair and open economic environment.

Additionally, the American Chamber and AARC highlight the extraordinary potential of Kosovo’s diaspora as a catalyst for investment, innovation, and international connections. With its financial resources, global expertise, and expansive networks, the diaspora community is a critical partner in Kosovo’s development. We call on government institutions and diplomatic missions to proactively engage the diaspora through targeted programs and non-bureaucratic investment mechanisms.

In this spirit, the Albanian American Relationship Council and the American Chamber of Commerce in Kosovo reaffirm their commitment to supporting democratic processes and Kosovo’s economic advancement. We stand ready to assist in fostering unity, building institutional capacity, and strengthening Kosovo’s position on the international stage.

The time for decisive leadership is now. Kosovo’s future depends on it.”
