Albanian Government Approves New Measures on Energy, Economy and Public Administration

The Council of Ministers of Albania has approved a series of decisions and draft laws covering energy, economic development, public administration, and support for civil society.

Among the key decisions was the approval for the construction of a photovoltaic power plant in Fier, funding for natural disaster prevention and management projects for 2026, and the designation of several areas in Gjirokastër and Fier as priority zones for mountain economy development.

The government also approved the Volunteer Code of Ethics, amendments to the public administration salary structure, and the alignment of military ranks with organizational functions in the Armed Forces of Albania.

Key Decisions Approved:

  • Approval for the construction of a photovoltaic electricity generation plant and auxiliary facilities in Povelçë village, Fier Municipality, by the company “FOS SOLAR”.
  • Approval of the list of winning projects financed for 2026 through the natural disaster prevention and management fund.
  • Approval in principle of the United Nations Cooperation Framework for Albania 2027–2031 between the Albanian government and the United Nations.
  • Declaration of several areas in Gjirokastër and Fier as “priority zones for mountain economy development”.
  • Approval of the Volunteer Code of Ethics.
  • Amendments to the salary structure and compensation levels within public administration institutions.
  • Standardization of military ranks with organizational functions in the Armed Forces of Albania.

Draft Laws:

  • On commercial certificates for agricultural products.
  • Amendments to the law on the organization and functioning of the Agency for the Support of Civil Society.
