Fatmir Gjeka, the Minister of Human and Minority Rights in Montenegro, has sharply criticized Belgrade’s geopolitical strategy, outlining three primary reasons why Serbian President Aleksandar Vučić and his administration continue to target Montenegro.

In an official statement to Portal ETV, Gjeka argued that Belgrade’s continuous political interference is part of a calculated strategy to project domestic frustration outward, disrupt regional alignment with the West, and inflame ethnic friction within Montenegro’s borders.

The Three Pillars of Belgrade’s Strategy

According to the Montenegrin minister, the aggressive political maneuvering coming out of Serbia is driven by three distinct objectives:

  • Domestic Distraction: Operating as a calculated attempt by the Serbian leadership to deflect public attention away from the severe internal political crises, mass anti-corruption protests, and mounting challenges facing the regime inside Serbia.
  • Sabotaging EU Integration: Deliberately undermining and stalling Montenegro’s advanced momentum on its path toward European Union membership, preventing the nation from integrating deeper into Western institutions.
  • Ethnic Radicalization: Attempting to systematically radicalize the ethnic Serb population within Montenegro, creating artificial internal divisions to destabilize the coalition government.

“Belgrade is Failing”: Despite the intense political pressure, Minister Gjeka maintained an optimistic outlook on Montenegro’s resilience, stating flatly, “Official Belgrade is failing to impose its game on any of these points.”

Defensive Resilience and the Power of Alliances

When questioned on whether Podgorica has the institutional capacity to shield itself from sustained hybrid attacks and diplomatic pressure from its larger neighbor, the minister expressed absolute confidence.

Montenegro's Security Discrepancy (2026 Assessment):
[The West & NATO] --> "Our ally. Time is on our side."
[The Belgrade Regime] --> "I am not sure that is the case when it comes to Belgrade."

Gjeka emphasized that Montenegro’s strategic integration into Western security frameworks provides a permanent bulwark against cross-border subversion. “I am convinced that we can protect ourselves,” Gjeka concluded. “Time is now our ally. I am not sure that is the case when it comes to the regime in Belgrade.”
