Campaign for the Second Round of Municipal Elections Begins Today, Ends Sunday with Polls Opening

Today, November 3, marks the official start of the campaign for the second round of municipal mayoral elections in Kosovo, which will continue until polling stations open on November 9 at 7:00 a.m.

The spokesperson of the Central Election Commission (CEC), Valmir Elezi, told Telegrafi that the campaign will last six days and end the moment polling centers open on election day.

“Between November 3 and 9, political parties and candidates will have the opportunity to carry out their campaign activities. According to the Law on General Elections, approved in 2023, the campaign officially ends at the opening of polling centers. Just like in the elections held on October 12, Saturday is not an election silence day,”
explained Elezi.

He also reminded that the law strictly prohibits any form of obstruction or intimidation during the campaign.

“The Law on General Elections forbids any interference with political opponents, as well as any act of violence or threat. The campaign must take place peacefully, democratically, without hate speech or intimidation,”
stressed the CEC spokesperson.

During this period, the CEC will deploy monitors in various municipalities to closely follow the activities of political entities, advertisements, and promotional materials. Their reports will later be compared with the financial disclosures submitted by political parties after the campaign concludes.

The second round of mayoral elections will be held in the following municipalities: Gjakova, Gjilan, Dragash, Kaçanik, Klinë, Fushë Kosovë, South Mitrovica, Obiliq, Rahovec, Peja, Prishtina, Prizren, Suhareka, Viti, Vushtrri, Junik, Mamushë, and Kllokot.

The runoff campaign comes amid a tense political atmosphere following the failure to form a new government — a situation that could lead to early parliamentary elections possibly being held in December.
