The Deputy Assistant Secretary of State for Western Balkans, Gabriel Escobar, stated today that the USA has communication problems with the Prime Minister of Kosovo, Albin Kurti, as well as with the European Union, NATO, the United Kingdom, and many other countries like Albania and North Macedonia.
When asked about the Association of Serbian Municipalities, Escobar mentioned that Pristina has never clarified whether it accepts the proposal for the statute of the Association of Serbian Municipalities proposed by the European Union and that it is difficult for the USA to understand why it is not accepted.
“I want to repeat, the Association would not be another Republika Srpska. It would not be a state within a state. In a statute that allows executive power, executive authority, or anything that might create constitutional or functional issues for Kosovo.
It is simply an opportunity for municipalities with a Serbian majority to coordinate the provision of municipal services in Serbian for the citizens of Kosovo. That’s all it is. And it is a legally binding obligation. So, we have heard many different reasons why it has not been submitted or why it has not progressed, none of which we accept. The process must continue,” said Escobar.
