EU: It Is in Kosovo’s Best Interest to Quickly Form Institutions – Also Crucial for the Growth Plan

The failure to constitute Kosovo’s Assembly after five attempts is being seen as a serious obstacle on the country’s European path. While the European Union does not comment on internal procedures of partner countries, its representatives emphasize that forming institutions is essential for Kosovo’s progress in the integration process and its eligibility for benefits under the EU’s Growth Plan.

This was stated today by the EU spokesperson for enlargement, Guillaume Mercier, who noted that although the EU refrains from commenting on internal developments in Kosovo or any other partner country, the formation of institutions is in Kosovo’s own interest.

“We do not comment on the internal affairs of Kosovo, just as we don’t for any other partner country. What I can say is that it is undoubtedly in Kosovo’s interest to quickly form its institutions. This is important for achieving European reforms and moving forward on this path,” he stated.

According to him, the delays in constituting the Assembly are also complicating Kosovo’s ability to benefit from European development and integration funds.

“This is also important for other matters such as the Growth Plan. As you know, we need the Kosovo Assembly to be constituted in order to continue work in this area as well,” Mercier added.

Kosovo was among the first countries in the region to adopt the Growth Plan and the Reform Agenda, but its inability to vote on the agreement for funding and credit with the EU in the Assembly is hindering access to the initial disbursements. This agreement, which holds international significance for Kosovo, requires a two-thirds majority to be ratified – something impossible without a functioning Assembly.
