Government Opposes Unilateral Implementation of Agreement with Serbia

Prime Minister Albin Kurti has rejected ideas and proposals suggesting that the basic Kosovo-Serbia agreement be implemented selectively based on its preferred points.

According to him, the agreement for the normalization of relations is not a “Swedish buffet” where one can pick and choose, but must be implemented in full and in a sequenced manner.

“The basic agreement is not a Swedish buffet where you can take your preferred dish and ignore the rest.”

“There are six sentences in the preamble, 11 articles in the agreement, plus the implementation annex from Ohrid in March last year with 12 points. We must approach it comprehensively, not partially while denying the entirety. I have discussed this in Brussels as well.”

“I cannot offer coffee without a cup. What is the legal and juridical basis of the Association? Is it the Constitution of Kosovo or something else? Belgrade says it does not recognize the Constitution of Kosovo—then why are we even discussing? They cannot say, ‘I’ve taken what I’ve taken and want more, but you don’t exist.’ They need to recognize Kosovo. Anything they demand for Serbs in Kosovo must be sought within the legal framework and Constitution of the Republic of Kosovo,” Kurti stated.

Kurti’s stance comes just days after President Vjosa Osmani suggested that Kosovo could unilaterally implement the Brussels Agreement and the Ohrid annex if it secures guarantees from international partners that, in exchange, it would gain recognition and membership in international organizations.
