KDI Urges Kosovo Assembly to Resume Session Within Deadline, Warns of Rule Violation

The Kosovo Democratic Institute (KDI) has called on parliamentary actors to ensure that the constitutive session of the Assembly resumes within the 48-hour deadline, as outlined in the Assembly’s Rules of Procedure.

In a strong-worded statement, KDI emphasized that any delay beyond this constitutional timeframe would constitute a direct violation of institutional rules.

“Any exceeding of the 48-hour deadline represents a clear breach of the Rules of Procedure,” the statement read.

The watchdog organization stressed that the acting chair of the session, currently Avni Dehari, holds the responsibility to continue proceedings without deviation and to uphold the process regardless of individual preferences or political calculations.

KDI reminded that even if the eldest MP refuses to preside, the Rules of Procedure foresee a replacement based on the same criteria, preventing any individual actor from halting the process unilaterally.

“The Rules do not allow unilateral postponement or intervention by other institutional actors,” KDI added.

The organization further emphasized that the presence and engagement of deputies is both a constitutional obligation and a political test for the newly elected legislature.

“Delays or absences that aim to stall the process are unacceptable and undermine the trust given to representatives by the voters,” KDI warned.

As Kosovo faces a critical moment in forming its new government, the KDI underlined the urgency for a fully functional parliament capable of fulfilling its legislative, oversight, and representative roles, in line with public expectations.

The failed constitutive session, held earlier this week, was halted after the verification report of mandates and quorum failed to pass a vote — throwing the process into uncertainty.
