Kosovo Faces 111 Reforms to Unlock Over €882 Million from EU Growth Plan

Kosovo is required to implement a total of 111 reform steps in order to access the full allocation of over €882 million under the European Union’s Growth Plan.

Out of these, 13 reforms worth around €91 million must be completed by the end of June, while another 27 measures, valued at over €165 million, are due by December. The remaining reforms must be finalized by 2027, which is the final deadline for the full package.

Although Kosovo was among the first to submit its reform agenda, the disbursement of funds was delayed, mainly due to political deadlock throughout the previous year.

Under the Growth Plan mechanism, payments are made progressively, based on the implementation of agreed reforms. If certain steps are not completed within the set deadlines, the corresponding funds will not be released.

In such cases, the European Commission has the authority to reallocate those funds to other regional countries that demonstrate faster and more effective implementation of reforms.
