The head of Kosovo’s Correctional Service, Ismail Dibrani, is visiting Israel as part of an effort to exchange expertise on prison management, security and rehabilitation.
The visit is being supported by Israel’s embassy in Kosovo, through Ambassador Tamar Ziv, and Kosovo’s embassy in Jerusalem.
The Kosovo delegation has visited the headquarters of the Israel Prison Service in Ramla, where Mr Dibrani met its director general, Kobi Yakobi, as well as representatives of Israel’s Ministry of National Security.
The delegation is also due to visit the Ayalon/Nitzan complex, Nitzan Detention Centre and other facilities as part of the programme.
According to Kosovo’s Correctional Service, the talks are focused on security management, correctional intelligence and the use of modern security practices. The two sides are also discussing rehabilitation and programmes aimed at helping prisoners return to society.
Part of the visit will focus on Kosovo’s Correctional Intelligence Unit, with officials seeking to learn from Israel’s experience in managing security and intelligence within the prison system.
Kosovo says the exchange could contribute to improving standards in security, intelligence, management and rehabilitation across its correctional institutions.
The visit comes amid growing institutional ties between Kosovo and Israel. Their diplomatic relationship was established as part of the agreement signed by Kosovo and Serbia at the White House in Washington on 4 September 2020.
