Donika Gërvalla-Schwarz, the Minister of Foreign Affairs, has written a letter to the Council of Europe, and has announced that Kosovo is preparing a draft statute for the establishment of “a mechanism for self-management, coordination and cooperation of municipalities with a Serbian majority in Kosovo “, reports Gazeta Sinjali.

“The letter contains the commitment that the government of the Republic of Kosovo will prepare a draft for the creation of a mechanism for self-management, coordination and cooperation of municipalities with a Serbian majority in Kosovo, which fulfills the inherited international obligations of Kosovo, meets the needs of the citizens of the community Serbs of the Republic of Kosovo, but at the same time respects in its entirety and in every detail the Constitution and all the laws of the Republic of Kosovo, as well as the principles of the Council of Europe”, it is stated in the minister’s announcement made this morning on Facebook, writes Signal newspaper.

According to Gërvalla, this draft statute meets the needs of the citizens of the Serbian community and at the same time respects the Constitution of Kosovo and the principles of the Council of Europe.

“The draft ensures not only the full respect of the Constitution and laws of the Republic of Kosovo, but at the same time it prevents impermissible interference from outside, both in the municipalities of Kosovo and in the whole country”, she writes further.

In this regard, the Government of Kosovo is preparing a draft Statute for the Association of Municipalities with a Serbian Majority (within the obligations set forth in articles 7 and 10), inspired by the Friedrich Ebert Foundation, which will be submitted to the Constitutional Court for consideration until the end of May 2024″, writes in the letter of the chief diplomat of Kosovo.

Considering these concrete and tangible steps taken by Kosovo, we expect that the Committee of Ministers will have additional reasons to invite Kosovo to become the 47th member state of the Council of Europe.
