Outgoing Government Set to Meet: Key Points on Today’s 14-Item Agenda

The caretaker government (Government in office) is scheduled to convene today at 09:00 AM, according to an official announcement from the Office of the Prime Minister (ZKM).

The cabinet will deliberate on a comprehensive 14-item agenda, featuring critical draft laws, infrastructure allocations, expropriation proposals, and high-stakes legal interventions regarding the Kosovo Bar Association.

Key Highlights of the 14-Item Agenda

The executive session will focus heavily on regional capital infrastructure, public interest property expropriations, and public resource management across several ministries.

1. Public Infrastructure & Local Subsidies

  • Municipal Capital Projects: Review of budget allocation proposals for the Ministry of Infrastructure and Transport (MIT) and the Ministry of Local Government Administration (MAPL). These encompass four new capital projects each, finalized through Memorandums of Understanding between the respective ministers and municipal mayors.
  • Regional Development: Review of a budget reallocation proposal for the Ministry of Regional Development (MZHR) to honor co-financing agreements signed with local municipalities.

2. Resource Management & Public Interest Expropriations

  • Limestone Extraction Extension: A proposal submitted by the Kosovo Forestry Agency under the Ministry of Agriculture to extend a lease agreement for 15 years for limestone extraction in the Seqishte cadastral zone, Hani i Elezit.
  • Land Expropriations for Landslide Repairs: Review of public interest land expropriations to clear the way for two major infrastructure projects under the Ministry of Environment and Spatial Planning (MPH):
    • Landslide rehabilitation on the Hani i Elezit–Gorancë road segment.
    • Road rehabilitation on Regional Road R112, specifically the Gjonaj–Bishtrazin segment.

Legal Interventions & Institutional Funding

A major portion of today’s meeting centers on regulatory changes initiated by the Ministry of Justice (MD) and essential financial adjustments.

Halting Bar Association Regulations: The cabinet will review emergency proposals to freeze the execution of two major administrative acts by the Kosovo Bar Association (OAK) until a final competent court ruling is reached. These include the regulation governing ex-officio legal aid telephone dispatch systems and the controversial administrative act establishing high registration fees.

  • Crime Victim Compensation: Review of the proposal to formally appoint the Commission for Crime Victim Compensation (Ministry of Justice).
  • High-Security Prison Upgrades: A direct request from the Ministry of Justice for the Ministry of Finance (MF) to allocate funds for the purchase and installation of a new power generator at the High-Security Prison.
  • Social Enterprise Funds Return: A request by the Kosovo Privatization Agency (AKP) to return transferred funds from the state budget back to the Social Enterprise “Komogllava”.
  • International Health Grant (KOMPAS): Initiating an international agreement for a grant between the Ministry of Finance and the International Development Association (IDA) for the KOMPAS Project—aimed at a comprehensive approach to strengthening Kosovo’s healthcare system.
