Security Expert Avni Islami: Vučić’s Hybrid Warfare Against Kosovo Intensifies Ahead of Elections

Prominent Kosovar security analyst Avni Islami has warned that Serbia is actively intensifying its coordinated “hybrid warfare” against the Republic of Kosovo. According to Islami, the aggressive shift in Belgrade’s political and intelligence rhetoric is explicitly timed to disrupt and influence Kosovo’s upcoming national elections.

“Vučić’s hybrid warfare against Kosovo continues with clear intent,” Islami stated. “The closer we get to the national elections in the Republic of Kosovo, the harsher the rhetoric of Serbian politics, led by Vučić, becomes in relation to our country.”

Belgrade’s State Apparatus Backing Lista Serbe

Islami asserted that Belgrade is deploying its full state capacities to manipulate the internal political landscape of Kosovo’s ethnic Serb community. Central to this strategy is the total institutional backing of Lista Serbe—the primary Belgrade-backed political party operating in Kosovo.

“Just as in the past, and now in these elections, they are supporting Lista Serbe with the entire weight of the Serbian state apparatus,” Islami explained. “It is a well-established reality that this political entity was, and remains, Vučić’s direct ‘satellite’ designed to destabilize Kosovo from within.”

Target: Minister Nenad Rashić

According to the security analyst, a major frontline in this hybrid campaign involves a targeted, state-sponsored effort to politically dismantle and intimidate Nenad Rashić, Kosovo’s Minister for Communities and Returns and leader of the rival Party for Freedom, Justice, and Survival (GI SPO).

The warning follows the recent arrest of five individuals in Gračanica for voter intimidation, where local workers reported being fired from Serbian-run parallel institutions for supporting Rashić.

“Our country is being attacked through the calculated blows dealt to Nenad Rashić, whom the Serbian Security Intelligence Agency (BIA) and current political establishment have firmly placed in their crosshairs,” Islami concluded. “Their strategy for these elections is entirely transparent: attack Rashić and prop up Lista Serbe.”
