Regarding the terrorist attack on September 24, 2023, the Kosovo Prosecutor’s Office has stated that no indictment is expected before this autumn, while a parallel investigation is reportedly being conducted by the High Prosecutor’s Office in Belgrade. The Serbian High Prosecutor’s Office has claimed that EULEX has not provided a report concerning the September 24 incident.

Dushan Janjić, head of the Forum for Ethnic Relations in Serbia, says that the investigation into Banjska has not been carried out by the Serbian prosecution due to anticipated complications.

“There is no cooperation between the prosecution authorities and others between Kosovo and Serbia. EULEX should be the mediator. Since the case has been defined as organized crime with elements of terrorism by the international factor, it falls under EULEX’s jurisdiction,” said Janjić.

The Serbian analyst told “Nova” that Radoičić’s taking responsibility for the attack is a defensive tactic to buy time.

“There is no doubt that it is not only Radoičić who is being protected by the Serbian state, as he has accepted responsibility, but also all those 140 people who participated in the Banjska attack. This poses a significant risk. Hence, mechanisms are used, as in the ‘Panda’ case, where perpetrators are hidden and conditions are created to escape responsibility,” said the Serbian analyst.

Regarding the aftermath of the Banjska terrorist attack, Janjić mentioned that he published two analyses in the media immediately after the incident, but someone “in a friendly manner” advised him that he was hasty in his statements.

“Those who wait, the great powers and diplomats, have time to wait, but I cannot wait because I feel the need to uncover the truth for my country. Delay does not benefit Serbia. Serbia made a big mistake by choosing to postpone the investigation and fabricating qualifications and requalifications of the case.”

He said that it must be understood what happened in Banjska, especially since the head of state is aware of the details.

“Such actions cannot be carried out without someone’s assistance, as those paramilitary formations were trained both in Russia and elsewhere… Thus, the [Serbian] state is in some way involved, as well as the BIA. Since they are involved, they should be defended differently… The way they are defending themselves reflects the Milošević era, as in the ‘Panda’ case, when they sent two paramilitaries from Bosnia to kill Serbian children. And what do we do, create fog…”

Speaking about the Banjska case, he states that it was a well-planned operation but was uncovered in time.

“Members of the British special unit were there earlier [before the terrorist attack]… We saw the moment of withdrawal [of the Serbian terrorists], which was done in agreement with KFOR. The withdrawal footage is also visible,” Janjić said.

He added that “the individuals who participated in the military or paramilitary operation in Banjska were part of an organized structure. These people were well-prepared and were not amateurs.”
