The United States has released the official text of the 14-point Islamabad Memorandum of Understanding (MOU) reached with Iran, outlining a framework aimed at ending the conflict, reopening the strategic Strait of Hormuz, addressing Iran’s nuclear program, and paving the way for broader diplomatic and economic normalization.

Main Points of the Agreement

1. Immediate and Permanent End to Hostilities

  • The United States, Iran, and their respective allies agree to end military operations on all fronts, including in Lebanon.
  • Both sides commit not to initiate future wars or military operations against one another.
  • The agreement emphasizes respect for Lebanon’s sovereignty and territorial integrity.

2. Mutual Respect for Sovereignty

  • Washington and Tehran pledge not to interfere in each other’s internal affairs.

3. Timeline for a Final Agreement

  • Negotiations on a comprehensive peace agreement must be completed within 60 days, with possible extensions by mutual consent.

4. End of the Maritime Blockade

  • The U.S. commits to lifting the naval blockade and other restrictions against Iran.
  • American forces near Iran would be withdrawn within 30 days after a final agreement is reached.

5. Reopening of the Strait of Hormuz

  • Iran guarantees safe passage for commercial vessels free of charge for 60 days.
  • Mine-clearing and removal of military obstacles would begin immediately.
  • Future administration of the strait would be discussed with Oman under international law.

6. Economic Reconstruction Package

  • The U.S. and regional partners would develop an economic reconstruction and development plan worth at least $300 billion for Iran.

7. Sanctions Relief

  • The U.S. pledges to remove sanctions on Iran, including secondary sanctions and measures linked to UN resolutions, according to a future implementation schedule.

8. Nuclear Commitments

  • Iran confirms that it will not develop nuclear weapons.
  • Nuclear material issues would be handled under the supervision of the International Atomic Energy Agency.

9. Interim Status Quo

  • Until a final agreement is concluded:
    • Iran maintains its current nuclear program.
    • The U.S. refrains from imposing new sanctions or deploying additional forces to the region.

10–11. Oil Exports and Frozen Assets

  • The U.S. would issue waivers allowing Iranian oil exports.
  • Frozen Iranian assets would gradually be made available through a negotiated mechanism.

12. Monitoring Mechanism

  • A joint implementation and compliance-monitoring system would be established.

13. Further Negotiations

  • Once initial provisions are implemented, negotiations on remaining issues would continue.

14. UN Security Council Endorsement

  • The final agreement would be backed by a binding resolution of the United Nations Security Council.

Why This Matters

If fully implemented, the memorandum could:

  • End months of military confrontation between the United States, Iran, and their regional partners.
  • Reopen the Strait of Hormuz, through which roughly one-fifth of global oil and gas shipments traditionally pass.
  • Ease pressure on global energy markets.
  • Launch a process for sanctions relief and economic recovery in Iran.
  • Create a framework for negotiations over Iran’s nuclear activities under international monitoring.

Important Caveats

Despite the publication of the text, significant questions remain:

  • The detailed verification mechanisms for Iran’s nuclear commitments have not yet been finalized.
  • The timetable and conditions for lifting sanctions remain unclear.
  • Implementation depends on successful negotiations toward a final agreement expected within the next 60 days.
  • Several provisions would require extensive technical and political follow-up before taking effect.

The agreement is expected to be formally signed in Geneva on June 19, after which negotiations on a comprehensive settlement are scheduled to begin.
