Jeton Zulfaj, Kosovo’s chief negotiator with the European Union, stated that the €61.8 million transferred as pre-financing under the Growth Plan will also be invested in concrete infrastructure projects.

According to him, in addition to direct budget support, part of the funds will be channelled through the Western Balkans Investment Framework to support key development projects.

“One of the first projects to be financed is in the transmission network, worth €9.3 million, implemented in cooperation with the KfW. Further applications will continue this year in areas such as transport, digital infrastructure, and human capital,” Zulfaj said.

He added that Kosovo’s Reform Agenda includes 111 reform steps with clear deadlines and funding directly tied to results, emphasizing the need for broad institutional commitment.
