Minister Gërvalla: Justice Reform package to be submitted to Government and Assembly soon

Donika Gërvalla announced that the Justice Reform package will soon be formally submitted to the Government of Kosovo and the Assembly of Kosovo for approval.

The statement came during the closing of a three-day workshop focused on finalizing a set of draft laws stemming from the Joint Commitment Declaration—one of the most significant reform processes in Kosovo’s justice system.

During the discussions, representatives from the Ministry of Justice of Kosovo, Kosovo Judicial Council, Kosovo Prosecutorial Council, police, the Anti-Corruption Agency of Kosovo, civil society, and international partners worked on advancing the reform package.

Gërvalla confirmed that six draft laws will be sent forward, aiming to strengthen:

  • Integrity
  • Accountability
  • Professionalism in the justice system

She emphasized that this phase of reform will have a fundamental impact on strengthening Kosovo’s justice system, placing citizens’ access to justice at its core while tackling long-standing issues like impunity.

“For the first time, these laws address the dismissal of judges and prosecutors for lack of performance and professionalism, clearly define disciplinary violations, and regulate performance evaluation,” Gërvalla stated.

The initiative, launched in 2023, includes reforms related to:

  • Integrity checks for judges and prosecutors
  • Performance evaluation systems
  • Disciplinary mechanisms
  • Asset control and transparency
  • The Academy of Justice of Kosovo
  • Civil servants within courts and prosecution offices

She concluded by reaffirming her commitment to fully implementing the reform, aiming to establish a justice system with new professional standards that serve every citizen.
