ZRrE: Constitutional Court Rejects PDK’s Request, Energy Market Liberalization Legal

The Energy Regulatory Office (ZRrE) announced that the Constitutional Court of the Republic of Kosovo has declared the request submitted by the Democratic Party of Kosovo (PDK) regarding the liberalization of the electricity market inadmissible.

According to ZRrE, this decision confirms the legality of its decisions and the overall process of liberalizing the energy market.

ZRrE emphasized that the liberalization process aims to create a competitive, transparent, and efficient market in the interest of consumers.

Official Statement:

Regarding the ruling of the Constitutional Court of the Republic of Kosovo, Ref.: RK2990/26, dated 23 March 2026, in case KI252/25, submitted by the Democratic Party of Kosovo,

The Energy Regulatory Office informs the public that the Court declared the applicant’s request inadmissible.

This decision confirms the legality of ZRrE’s decisions and the process of liberalizing Kosovo’s electricity market.

ZRrE will continue full implementation of the electricity market liberalization process, in full compliance with Law No. 05/L-085 on Electricity and the relevant subordinate legislation.

The purpose of this process is to create a competitive, transparent, and efficient market, in the interest of all consumers.
