On a parcel in Belgrade, which is linked to the organizer of the armed attack in Banjska, Milan Radoičić, hundreds of square meters have been built. However, the works were not reported, shows an investigation by the Balkan Service of Radio Free Europe.
A luxurious two-story house, with a pool and a landscaped yard, has “sprouted” on a 40-are plot in an elite neighborhood of Belgrade.
Surrounded by high walls, the house is located near embassies and villas that are under state protection.
However, in Serbia’s construction registry not all necessary permits for the construction of this house are found.
City and republican inspectorates have not responded to Radio Free Europe’s question of whether they have inspected these works.
The parcel in the Dedinje neighborhood was previously registered as “joint marital property” of Milan and Ema Radoičić. However, the current owner is only her.
In testimony before the authorities of Kosovo, who are seeking Milan Radoičić for organizing the armed attack in the village of Banjska, Ema Radoičić stated that she is divorced from him.
They have two children together.
Who are Ema Radoičić’s first neighbors?
Ema Radoičić has not responded to Radio Free Europe’s questions via email regarding the financing and construction of the villa, as well as her relationship with Milan Radoičić.
As can be seen in the cadastre, her first neighbor in Dedinje is Ljiljana Božović, the wife of Zvonko Veselinović – a former business partner of Radoičić, also originally from northern Kosovo.

The wife of Veselinović is building a villa of around 3,000 square meters, while the initial value of the works exceeds 3.5 million euros.
Both Radoičić and Veselinović are under sanctions from the United States and the United Kingdom, due to accusations of organized crime and corruption.
Kosovo authorities charge them with serious criminal offenses, including the murder of Kosovo politician Oliver Ivanović.

However, Serbia pays no attention to these accusations, nor to the international sanctions.
Similarly, it ignores the indictment against Radoičić in Kosovo for the Banjska attack.
What is Radoičić accused of?
Radoičić has admitted that he organized the attack in the village of Banjska on September 24, 2023.
In that attack, a Kosovo police officer was killed and three others were injured.
Later, in the exchange of fire that followed, three attackers of Serbian nationality were also killed.
Kosovo authorities have filed an indictment against Radoičić and 44 other persons.
He is accused of terrorism and serious offenses against the constitutional order of Kosovo. Specifically, he is accused of being at the head of a “terrorist group” that attempted, with violence and heavy weapons, to annex the north of Kosovo, inhabited mostly by Serbs, and to unite it with Serbia.
In Serbia, no indictment has yet been filed, although an investigation was launched in 2023 – in the first days after the Banjska attack.
Serbia, which does not recognize the state of Kosovo and its institutions, charges Radoičić with illegal possession and trafficking of weapons, as well as serious offenses against public security.
What is included in 2,300 square meters?
Radio Free Europe in Belgrade has analyzed the Central Registry of Unified Procedures for issuing building permits (CEOP).

In this database are found all public documents issued by the state authorities of Serbia during construction, in order for buildings to be legal.
According to this database, works on Ema Radoičić’s parcel have not officially started yet.
But the situation on the ground is different.
From footage obtained by Radio Free Europe, a two-story villa is seen built, a pool and a landscaped yard.
However, documents show that the Secretariat for Urbanism of the City of Belgrade, on March 16, issued location conditions for construction on the parcel in Dedinje.
This is only the first step in the procedure.
These conditions define what and how is allowed to be built.
The next step is obtaining a building permit.

According to data from the approved location conditions, the villa should have around 2,300 square meters – with underground parts, ground floor and two floors.
The above-ground part of the villa, according to this data, is around 1,500 square meters.
In the document it is not clear what is planned to be built in the hundreds of square meters of underground part, apart from seven parking spaces.
Also, in the central registry there is still no valid building permit for this object.

Even though Radio Free Europe in the field has found a villa and pool already built, in the database there is no document for the start of works.
Submission of start of works is mandatory, because without it construction is considered illegal.
Then a notification of completion of foundations must be submitted, to ensure the building has not exceeded permitted dimensions.
This document is also not found in the database.
Then completion of works must also be reported to the relevant institutions, and then requests must be made for connection to municipal infrastructure – electricity, water supply and sewage network.
The final step is a request for a usage permit, without which the building cannot be registered in the cadastre.
Heat pump and a Ministry of Defense document
On the parcel owned by Ema Radoičić there was a building permit, valid for a villa of around 1,500 square meters – with a pool and nine open parking spaces.
This permit was issued in February 2024.
The estimated value of construction of this villa, according to the building permit, was around 2.7 million euros.
However, satellite images analyzed by Radio Free Europe show that works on this parcel began even before the issuance of the building permit.

Later, in July 2025, the owner requested modification of the permit, namely an increase in the size of the house and installations.
This request was rejected, “because it was not in accordance with the given location conditions”.
Therefore, she requested new location conditions. And was rejected twice.
The first time, in September 2025, due to “deficiencies in the content of the conceptual solution” of the residential building.
The second time it was rejected in December 2025. As a reason for rejection, a document from the Ministry of Defense of Serbia was also cited.
In this area, where the luxury villa is being built, there are many military facilities that are under special protection.
For this reason, permission from the Ministry of Defense is necessary, because it is a “zone around military complexes, objects and infrastructure”.
The problem appeared due to a heat pump that would be used for the villa.
In the document, the Ministry stated that in that location “digging of soil and construction works at depths over ten meters are prohibited”.
For this reason, they requested clarification of the depth at which works for installing the heat pump will be carried out.
“During the execution of earthworks, i.e. during any drilling or excavation, it is mandatory to enable the presence of responsible persons from the Army of Serbia,” the document states.
In the Dedinje neighborhood of Belgrade, in addition to state-protected villas and several embassies, there are also military buildings.
The Ministry of Defense also requested that all technical documentation be submitted for review and opinion throughout the entire process until the building permit is issued.
Also, in case of reconstruction or adaptation of the object, its consent is required.
“After submission of completed technical documentation, the Ministry of Defense will re-examine your request,” states the document with which Ema Radoičić’s request was rejected.
A new request was submitted on February 24 this year and was approved on March 16.
However, the competent inspectorates have not responded to Radio Free Europe’s questions whether they have gone to the field and determined that a villa has already been built on the land for which they issue building permits.
Previously “joint marital property”
Milan Radoičić, after taking responsibility for the Banjska attack, moved to Serbia, with a registered address in Belgrade.
He then resigned from the position of vice-president of the Serb List – the main party of Serbs in Kosovo, which enjoys support from official Belgrade.
Authorities in Serbia refuse to extradite him to Kosovo and state that all suspects will be tried by Serbian courts, while Kosovo officials say the state is protecting them.
Since October 2023, Radoičić has had his passport confiscated, is prohibited from leaving Serbia, and is obliged to report to the police in Belgrade twice a month.
He registered his residence address in the Savski Venac municipality in Belgrade, where the newly built villa in Dedinje is also located, as well as several apartments and luxury houses linked to him through his former business partners and their companies.
Radoičić himself, according to data available to Radio Free Europe, does not have any real estate registered in his name in Serbia.
The cadastre shows that the land with the villa in Dedinje is fully owned by Ema Radoičić.
Previously, this parcel was listed as “joint marital property”.
Now, this note no longer exists in the cadastre.
Wife of Veselinović “advances” with works
At the end of 2023, the Radoičić family purchased this parcel from the investor – the company Danica Park, which at that time was owned by Davor Macura, a businessman close to the ruling party in Serbia, the Serbian Progressive Party.
The company Danica Park was closed in August 2024.
From the same investor, the parcel was also bought by the wife of Zvonko Veselinović.
The estimated value of construction of Veselinović’s wife’s villa is over 3.5 million euros, as seen in the building permit.
Also on her parcel, according to satellite images, works began before the official construction application.
Božović, according to official data, has “advanced further” in works than her neighbor.
She requested connection of the building to municipal infrastructure, but was rejected several times. The last time in December 2025.
Once a businessman, now officially without a company
Although previously presented publicly as a businessman, Milan Radoičić, according to official business registry data, currently has no company in his name in Serbia.
He left ownership of Inkop and its branches in October 2023, after publicly admitting he organized the armed attack in Banjska.
He donated his share in Inkop and related companies to business partners, the brothers Zvonko and Žarko Veselinović.
They, like Radoičić, are under U.S. sanctions due to alleged links to international organized crime.
Zvonko Veselinović now has 60% ownership in Inkop and related companies, while his brother Žarko has 40%.
Meanwhile, business with the state has continued.
These companies, in recent years, have won contracts financed from the Serbian state budget for the construction of highway segments, show investigations by Radio Free Europe.
The companies have assets worth millions – including a luxury hotel in Kopaonik, villas and apartments in Belgrade.
What is Serbia’s position on sanctions?
Since Milan Radoičić, Zvonko Veselinović and their related companies were placed on the “black list” of the United States, official Belgrade has not implemented these sanctions, arguing that it has no international obligations.
Sanctions mean freezing their assets and accounts in the U.S., if they have them, as well as prohibiting U.S. citizens and companies from doing business with them.
Since December 2022, Radoičić and Veselinović have also been under sanctions by the United Kingdom.
State contracts of Veselinović
The company Inkop and its branches, owned by the Veselinović brothers, have won over 21 million euros at the end of 2024.
All financial reports for 2025, until the publication of this article, were not available.
Although their profits come from state-funded work in Serbia, public enterprises and institutions in Serbia have not responded to Radio Free Europe’s question about what qualifies these companies to win state contracts.
What did Ema Radoičić own?

While Milan Radoičić is not officially listed as an owner in businesses, in the name of Ema Radoičić in Serbia’s economic registry there is only the restaurant Grey.
However, its headquarters are in North Mitrovica in Kosovo.
This restaurant was confiscated by the Kosovo Police in April 2024, along with other assets linked to Radoičić in Kosovo – among them a villa on Lake Ujman and an apartment in North Mitrovica.
The restaurant Grey was removed from the Serbian business registry in April 2025.
Ema Radoičić, according to documents she submitted to Serbian institutions, has her registered residence in a building in Novi Beograd.
