The Central Election Commission (CEC) of Kosovo held its 61st meeting of the year under the chairmanship of Kreshnik Radoniqi, adopting several decisions related to the administration of the upcoming parliamentary elections scheduled for June 7, 2026.
As part of the agenda, the CEC approved the Standard Operating Procedure for activities at the Counting and Results Center (CRC). The procedure defines the organization, operation, and responsibilities of the CRC during the administration of election materials and vote counting.
The document regulates all stages of the process, including the receipt of election materials from Municipal Counting Centers, conditional voting, voting by persons with special needs, and out-of-country voting. It also covers vote counting, verification, possible recounts, tabulation, publication of results, transparency measures, the presence of accredited observers, complaint handling procedures, disciplinary measures, and the final closure of the CRC after all election-related activities have been completed.
The CEC also decided to allow voters registered to vote at Kosovo’s diplomatic missions abroad to cast their ballots using expired Kosovo identification documents. The decision follows cases recorded during previous parliamentary elections in which some voters appeared at polling stations abroad with expired IDs and were unable to vote.
In another decision, the CEC approved the Operational Plan for Election Day on June 7, 2026. The plan outlines the organization, coordination, and responsibilities of officials involved in managing the electoral process both inside and outside Kosovo.
It includes preparations and operations of polling stations, distribution of election materials, institutional communication, reporting of voter turnout and preliminary results, and management of operational situations throughout election day. The plan also foresees the operation of coordination centers, cooperation with institutions responsible for security, electricity supply, and technical support, as well as the work of teams responsible for voter information, media communication, logistics, information technology, and observer accreditation.
To ensure public information throughout the election process, the CEC also approved a schedule of press conferences for voting at diplomatic missions on June 6 and for Election Day in Kosovo on June 7.
