The Assembly of Kosovo has issued a statement on today’s constitutive session, during which newly elected members of parliament took the oath of office but failed to constitute the new legislature.
The Assembly stated that during the third agenda item—the election of the Speaker of the Assembly—acting Prime Minister and MP Albin Kurti, representing the Vetëvendosje Movement (LVV), requested additional time to continue discussions with parliamentary parties regarding the election of the country’s next president.
The Assembly also published Kurti’s address from the parliamentary podium, during which he did not nominate a candidate for Speaker, as required under the agenda.
However, the statement did not specify when the constitutive session will resume. According to a ruling by Kosovo’s Constitutional Court, the deadline for constituting the Assembly expires tomorrow.
Assembly Statement
The constitutive session of the 11th Legislature of the Assembly of the Republic of Kosovo began under the chairmanship of the oldest MP, Avni Dehari, assisted by the youngest MP, Fatma Taçi.
The session was attended by ambassadors and other representatives of diplomatic missions in Kosovo.
After congratulating the newly elected MPs, Dehari proceeded with the agenda. Parliament first established a temporary committee to verify the quorum and MPs’ mandates, with each parliamentary party nominating one member. Following the committee’s report, presented by its chair Adnan Rrustemi, the Assembly approved the report.
The newly elected MPs then took the oath of office.
During the third agenda item—the election of the Assembly Speaker—Kurti requested additional time for political consultations regarding the election of Kosovo’s next president.
In his address, Kurti thanked PDK leader Bedri Hamza and LDK leader Lumir Abdixhiku for previous meetings, noting that talks had been interrupted due to internal developments within the LDK and resumed only this week.
“We want discussions with both the PDK and the AAK, even though their refusal is clear. The June 7 elections were triggered because a president was not elected in April. We want to move forward together, but we need the broadest possible agreement on a unifying president, as required by the Constitution, which we swore to uphold today. This time, the constitution of the Assembly must not once again lead to its dissolution and yet another round of early and unnecessary elections that would be harmful to citizens and the economy. Therefore, Mr. Chair, Avni Dehari, we request additional time to give political talks a chance to reach an agreement on a new president.”
Following Kurti’s remarks, Dehari stated that since the largest parliamentary group had not proposed a candidate for Speaker, he was obliged to adjourn the session. He added that MPs would be informed in due course about the date of its continuation.
