The Kosovo Democratic Institute (KDI) has reacted after the Vetëvendosje Movement (LVV) failed to nominate a candidate for Speaker of the Assembly during today’s constitutive session, stressing that while political dialogue should continue, the Assembly must first be constituted.
According to KDI, LVV’s decision not to exercise its constitutional right as the largest parliamentary group to nominate a Speaker candidate prevented the continuation of the constitutive process and led to the adjournment of the session.
“Although today’s interruption of the session, while the constitutional deadline has not yet expired, does not in itself constitute a violation of the deadline or the procedures set out in the Rules of Procedure, we recall that, in accordance with last year’s Constitutional Court rulings, the constitutive session must be completed no later than tomorrow, including the election of the Speaker and the five Deputy Speakers of the Assembly,” KDI said in a statement.
KDI welcomed every serious effort toward political dialogue and agreements among parliamentary parties but emphasized that the need for consultations or political negotiations does not suspend the constitutional obligation to conclude the constitutive session within the prescribed deadline.
“Political dialogue and respect for constitutional deadlines are not mutually exclusive—they should proceed in parallel,” the statement reads.
The institute added that bilateral meetings, broader consultations, and other forms of political communication should continue, particularly regarding the election of the President. However, it stressed that the Assembly must first be constituted so that other constitutional procedures, including the 60-day deadline for electing the President, can begin.
“The deadline that expires tomorrow is the deadline for constituting the Assembly, not for reaching an agreement on the President. It is intended for completing the constitutive procedure, not for conducting political negotiations. Once the Assembly is constituted, parliamentary parties will have the constitutionally mandated 60-day period to negotiate and secure the election of the President,” KDI stated.
The institute concluded by calling on Vetëvendosje, as the largest parliamentary party, to immediately fulfill its constitutional responsibility by nominating a candidate for Speaker of the Assembly.
“Once the nomination is made, all MPs have the responsibility to participate in the voting process and contribute to the full constitution of the Assembly,” the statement concluded.
