The parliamentary group of the Democratic Party of Kosovo (PDK) has announced that its lawmakers will appear at the Kosovo Assembly today, August 12, at 11:00 a.m., regardless of whether the chair of the constitutive session, Avni Dehari, formally calls for the session to resume.
PDK formally asked Dehari to convene the continuation of the constitutive session, arguing that although the constitutional deadline for constituting the Assembly expired on August 7, the obligation to complete the process remains.
“The obligation to complete the constitutive process remains and must be fulfilled without further delay,” PDK said in its request.
The party maintains that the second 48-hour period for continuing the session, as provided for by the Assembly’s rules of procedure, expires at 11:00 a.m. today.
PDK has also called on other parliamentary groups and elected lawmakers to attend the Assembly in order to demonstrate their readiness to complete the constitutional process and enable the new legislature to begin functioning.
However, Dehari has said that there is no reason to convene the session without a political agreement among the parties.
The constitution of Kosovo’s 11th legislature remains incomplete despite the expiration of the constitutional deadline on August 7. The Assembly has yet to elect its speaker and deputy speakers, leaving the country’s institutions in a prolonged political deadlock.
The ruling Vetëvendosje Movement (LVV) has insisted that an agreement on the election of the president should be reached first, arguing that this would help prevent the country from being pushed toward another parliamentary election.
The dispute over the Assembly’s constitution has further deepened political tensions, with opposition parties demanding that lawmakers proceed with the parliamentary process while LVV continues to link the institutional deadlock to broader political arrangements over the presidency.
