The number of voters registered with addresses in Kosovo has increased by more than 21,000 since 2023, reaching 115,856 ahead of Serbia’s October 25 elections. An investigation by Radio Free Europe has also identified duplicated names, thousands of incomplete records and a deceased person still listed as a voter.

These irregularities raise a serious question: are they the result of administrative failures, or are they being deliberately exploited to manipulate the electoral process? The scale of the discrepancies demands a transparent explanation from Serbian authorities.

Electoral integrity cannot be guaranteed by official statements alone. Serbia must explain the increase, correct the errors and ensure that every entry on its voter register is legitimate and verifiable. A credible election begins with a credible voter list.
