Kosovo’s Prime Minister, Albin Kurti, emphasized that the Brussels Agreement with Serbia should be implemented first before addressing the Washington Agreement. He made this statement in response to whether he would accept the Washington Agreement if Donald Trump’s new administration pushed for its enforcement.

Kurti stated, “I am responsible for agreements in which I have participated and accepted, and I expect the same from Belgrade, even though they disregard and violate the agreement. Let’s start with the most recent one, which is comprehensive and normalizes relations between Kosovo and Serbia through mutual de facto recognition.”

The Brussels Agreement, reached last year as part of efforts to normalize ties between Kosovo and Serbia, has yet to be signed. However, the European Union, which mediates the dialogue between the two nations, insists that it remains a binding commitment. This 11-point agreement includes self-management provisions for the Serbian community in Kosovo, mutual recognition of state symbols, and stipulates that Serbia must not block Kosovo’s membership in international organizations.

The Washington Agreement, brokered in September 2020 at the White House with then-President Donald Trump, focused on economic normalization and included Kosovo’s recognition by Israel. Despite its significance, full implementation has yet to be achieved.
