Palestinian media have published new details of a proposed implementation plan for the second phase of the Gaza ceasefire agreement, outlining measures related to governance, security, disarmament, the gradual withdrawal of Israeli forces, and the reconstruction of the territory.
The reported framework follows an announcement by U.S. President Donald Trump, who said a comprehensive agreement had been reached to disarm Hamas and other armed groups in Gaza while paving the way for a phased Israeli military withdrawal.
Trump described the agreement as a “historic breakthrough” and thanked Egypt, Qatar, and Türkiye for their mediation efforts. He said the plan envisages the deployment of an international stabilization force alongside a newly established Palestinian police force that would gradually assume responsibility for security in Gaza.
According to Palestinian media reports, implementation of the second phase would begin within 14 days after all relevant parties formally approve the agreement.
The initial stage would require a complete cessation of military operations and the implementation of humanitarian measures outlined in the ceasefire agreement, including expanded aid delivery and support for the civilian population.
The proposed plan also provides for the gradual transfer of civil administration and security responsibilities to the National Committee for the Administration of Gaza during a transitional period. The committee would oversee public institutions, essential services, and conduct a comprehensive financial and administrative review of governance in the enclave.
Another central component of the proposal is the establishment of an International Stabilization Force, which would work alongside newly created Palestinian security structures to maintain order and support the post-war transition.
