With the conclusion of the eighth legislature’s term of the Kosovo Assembly on March 22, 2025, MPs who do not have other sources of income are entitled to a transitional pay for a period of up to 12 months. The Law on the Rights and Responsibilities of MPs stipulates that transitional pay is granted to lawmakers until they start earning from another source or begin receiving their pension. MPs who are re-elected are also not eligible for this benefit.
According to the Assembly’s announcement, 101 MPs have applied to receive transitional pay. The MPs requesting transitional pay include members from the following parliamentary groups:
- Vetëvendosje Movement: MPs such as Adelina Grainca, Adnan Rrustemi, Adriana Matoshi, among others.
- Democratic Party of Kosovo (PDK): MPs including Abelard Tahiri, Ariana Musliu-Shoshi, Blerta Deliu-Kodra, and others.
- Democratic League of Kosovo (LDK): MPs like Agim Veliu, Anton Quni, Arben Gashi, and more.
- Alliance for the Future of Kosovo (AAK): MPs such as Albana Bytyqi, Bekë Berisha, and others.
- Serb List: MPs like Blijana Maksić, Cvetko Veljković, Milan Joksimović, and others.
Out of the 120 MPs in the Kosovo Assembly, only 19 have not applied for transitional compensation, including notable figures like Avdullah Hoti, Behgjet Pacolli, and Ramush Haradinaj.
As per the Constitution of the Republic of Kosovo, the Assembly’s mandate lasts for four years from the date of the constitutive session. After the conclusion of the current term, only the Assembly’s Presidency continues to ensure the continuity of the work until the formation of the new legislature. The mandate of the regular government has also ended, and the government led by Albin Kurti now has limited competencies.
