Dehari’s Proposal for Secret Voting of the Speaker, KDI: Arbitrary Decision, No Basis in the Rules

The Kosovo Democratic Institute (KDI) has expressed deep concern over the way voting unfolded during the continuation of today’s constitutive session of the Assembly. KDI emphasizes that the change in the voting method during the session, through the proposal for secret voting by Chairman Avni Dehari, represents a violation of procedural principles and sets a dangerous precedent for the democratic functioning of the Assembly.

In its statement, KDI points out that there is no basis in the Assembly’s Rules of Procedure for such a decision, calling it arbitrary and politically motivated.

“Changing the method of voting during the session, arbitrarily by the chairman and without any basis in the Assembly’s Rules of Procedure, constitutes a violation of procedural principles and a dangerous precedent for the functioning of the Assembly. This act not only contradicts the standards of a democratic legislature, but also undermines public trust in the regularity and integrity of parliamentary processes,” said KDI in their statement.

According to KDI, any attempt to change the rules during the game, especially to favor internal political calculations, is damaging to the authority of the Assembly and its credibility as a representative institution.

KDI has called on the chairman of the session, Avni Dehari, as well as all the deputies – especially the parliamentary group of the Vetëvendosje Movement – to respect procedural standards and act in accordance with the norms of institutional and political responsibility.
