CEC Opens Accreditation Period for Observers and Media for 2025 Local Elections

The Central Election Commission (CEC) announced that as of July 1, 2025, the application period has opened for the accreditation of observers and media who will monitor the Local Elections for Mayors and Municipal Assemblies.

To facilitate a simpler and more efficient application process, the CEC has activated an electronic platform allowing political entities to submit their applications online. This step aims to streamline the process and ensure transparency and accuracy in preparation for the upcoming elections.

Who Can Apply and Key Deadlines

Certified political entities, local and international NGOs, governmental and intergovernmental organizations, specialized international organizations dealing with elections and human rights, media, and representatives of foreign countries can submit their online requests for observer accreditation within the following deadlines:

  • Political Entities: The deadline for submitting requests for the accreditation of observers from political entities certified to participate in the Local Elections will end on September 17, 2025.
  • NGOs, Governmental/Intergovernmental, and International Organizations/Foreign Representatives: The deadline for submitting requests for the accreditation of observers from local NGOs, governmental and intergovernmental organizations, international organizations, and representatives of foreign countries will end on September 27, 2025.
  • Local and International Media: The deadline for submitting requests for the accreditation of local and international media will end on October 7, 2025.

How to Apply

Step 1: The authorized representative (of the non-governmental organization, governmental/intergovernmental organization, international organization specialized in elections and human rights; media; and representative of foreign countries) must complete the required information online on the platform: https://apliko.kqz-ks.org.

Step 2: After applying, the Office for Registration, Certification, and Financial Control of Political Entities (ZRCKFSP) will review and either approve or reject the initial application. Upon verification of the application, the ZRCKFSP will send credentials via email to the authorized representative to access the online platform, allowing them to attach data for the individuals from the organization/media seeking accreditation.

Only observers accredited by the Central Election Commission will be able to observe the Local Elections for Mayors and Municipal Assemblies, which will be held on October 12, 2025, and other activities taking place in the 38 Municipal Counting Centers (QKN) and the Counting and Results Center (QNR).
