Final Day of Constitutional Deadline: Will There Be a Kurti–Limaj Agreement?

Five months after the February 9 elections, Kosovo’s Assembly has still not been constituted, despite 52 failed attempts. The final deadline set by the Constitutional Court expires today, July 26, after which a temporary measure will take effect until August 8.

In a press conference on Monday, acting Prime Minister Albin Kurti stated that by the end of the week it would be clear whether an agreement with the Social Democratic Initiative (Nisma) had been reached. However, by Friday, no official announcement was made by Kurti.

“I hope and wish, because I am working on it, that this is achieved this week. I ask for a little patience because by the weekend, we will either have news of an agreement or news of what will happen after 30 days [following the expiry of the constitutional deadline on July 26],” Kurti said.

On the other hand, Nisma leader Fatmir Limaj stated Friday that the issue of electing the Speaker of the Assembly has never been a topic for his party. According to him, the main obstacle remains the lack of votes to form a government.

“For me, the Speaker has never been the issue. The root of this crisis is the lack of sufficient numbers to form a government,” said Limaj, emphasizing that Vetëvendosje has still not secured the necessary votes to form the institutions.

This deadlock follows a request by MPs Memli Krasniqi, Hykmete Bajrami, and 22 others to the Constitutional Court, raising concerns over potential violations of provisions governing deadlines for the constitutive session.

Friday also marked the 52nd failed attempt to form the new legislature—despite the presence of accredited ambassadors in the session.
