Central Election Commission Begins Registration for Voters with Special Needs for Mobile Voting on Election Day

The Central Election Commission (CEC) of Kosovo has announced the start of the registration period for voters with special needs for the upcoming local elections on October 12, 2025.

To facilitate voting for these citizens, the CEC will deploy mobile teams in every municipality on election day.

I. Registration of Voters with Special Needs (September 7 – October 7, 2025)

Voters with special needs include those who, due to physical, health, or other disabilities, are legally entitled to vote but cannot leave their homes to vote in person.

  • Registration can be completed via the online platform: https://vpnv.kqz-ks.org
  • Alternatively, registration can be done physically at the Municipal Election Commission in the voter’s municipality.

II. Registration of Voters in Special Circumstances (September 7 – October 7, 2025)

Voters in special circumstances include:

  • Those unable to vote at their polling station for security reasons
  • Those under house arrest

These voters can register online via the CEC platform or request assistance from their Municipal Election Commission. The CEC, in cooperation with relevant institutions, will identify citizens with voting rights who are under house arrest.

III. Registration of Voters with Restricted Mobility in Institutions (September 15 – October 2, 2025)

Voters in institutions include:

  • Hospitalized patients
  • Elderly residents in care homes
  • Persons in mental health facilities
  • Prisoners and pre-trial detainees

The CEC will cooperate with relevant institutions to register these voters. Individuals in hospitals, elderly homes, and shelters can also register individually via the online platform.

This initiative ensures that all eligible voters, including those with mobility or security restrictions, can exercise their right to vote during the upcoming elections.
