The opposition party “Novo Lice – Narodna Pravda” in Leposaviq has raised serious concerns over what it describes as a systematic and organized operation taking place for more than two weeks in northern municipal institutions. Central to this operation is the collection of ID cards from employees receiving salaries from the Republic of Serbia’s budget.
According to the party, which opposes the Serbian List, the process began in health institutions, later extended to public education, and now reportedly includes other sectors, including former employees and their families.
“All those receiving income from Serbian state structures have become targets of this campaign,” the party said.
Sources from Novo Lice claim that ID cards are being requested from citizens without official explanation, written notice, or signature, accompanied only by a message: “Give your ID or lose your income.” Personal documents are held for three to four days and then quietly returned. The true purpose of this collection remains unclear, but the pressure on citizens appears systematic and organized.
The party emphasized that the situation in health institutions is particularly concerning, with staff holding Kosovo-issued documents having their IDs confiscated under threat of dismissal. Medical and administrative staff are reportedly under constant pressure, with little to no ability to refuse.
Additionally, all employees in these institutions have reportedly been ordered to vote on 12 October, alongside their family members.
“Freedom of choice no longer exists. What is happening is a clear form of control and blackmail,” the party stated.
Novo Lice calls on all relevant local and international institutions to urgently investigate these actions, which it claims violate fundamental human rights and the law.
“This is not just an electoral process – it is a well-organized operation of political blackmail and potential electoral manipulation. Confiscating personal documents without consent and under pressure is a criminal act that cannot be tolerated,” the statement concluded.
Local elections in Kosovo are scheduled for 12 October 2025.
