The Assembly of Kosovo is set to resume its constitutive session today, with the election of the Deputy Speaker from the Serb community on the agenda.
The Constitutional Court of the Republic of Kosovo recently published its full ruling, confirming that the Constitutive Session of the Assembly, which began on April 15, 2025, was not completed due to the failure to elect the Deputy Speaker representing the Serb community.
In its decision, the Court emphasized that the Assembly has not been constituted in accordance with Articles 66 and 67 of the Constitution, which define the election and mandate of the Speaker and Deputy Speakers of the Assembly.
The Court has ordered that the Constitutive Session must be completed within 12 days from the date the ruling entered into force, in line with the constitutional deadline and previous judgments in cases KO193/25 and KO196/25.
Furthermore, the Court urged all Members of Parliament to exercise their constitutional duties during the election of the Deputy Speaker from the Serb community “in the best interest of the Republic of Kosovo,” and in full compliance with the Constitution and the Rules of Procedure of the Assembly.
