Blinera Osmani, Sister of Kosovo’s President, Licensed as Lawyer Amid Controversy

Blinera Osmani, sister of President Vjosa Osmani, has been licensed as a lawyer in Kosovo despite claims that she did not meet all the required conditions for admission to the Kosovo Bar Association.

To obtain a law license, applicants must submit a Declaration or Certificate of Unemployment from the Employment Agency of Kosovo, confirming they are not in active employment. However, public records indicate that Blinera Osmani’s request for this certificate, submitted on July 18, 2023, was denied. The Employment Agency found that she was never registered as unemployed and actively seeking work.

The Agency also noted that she held positions in three active businesses, including as owner or authorized representative, and received a salary from BO Legal Consulting SHPK between January 2022 and June 2023. Based on this, she did not meet the legal requirements to receive the unemployment declaration.

Despite this, Osmani’s name appears on the official list of licensed lawyers. The Kosovo Bar Association has not publicly clarified how she was granted the license without the required documentation.

Blinera Osmani has denied any wrongdoing, stating that her business ownership does not constitute employment and that all her documentation met the legal and procedural requirements of the Bar Association. She emphasizes that her license was approved following a full review of her application and insists the process was transparent and lawful.
