Dimal Basha: For the First Time in Kosovo’s History, the Assembly Presidency Met Without a Voted Government

Speaker of the Assembly of Kosovo, Dimal Basha, confirmed that today’s meeting of the Assembly Presidency was held under extraordinary circumstances, marking the first time in the Republic’s history that such a session took place without a voted government.

“Let me first inform you that the only reason for this meeting was the extraordinary situation we are in. It’s true — never before in the history of the Republic have we had a Presidency meeting without a government being voted in. But since the government was not approved on Sunday, I decided to convene the members of the Presidency to discuss several urgent issues,” Basha stated.

He explained that the main agenda item was the budget for Radio Television of Kosovo (RTK), emphasizing that the institution is currently operating without an approved budget, and that the term of its director expires this Friday.

“I met with the RTK board and the union, and after our discussions, I offered my full support. The only way forward is for us, as the Presidency, to form the parliamentary groups, distribute the committees, and then vote on these structures in a session. Afterward, the Budget and Finance Committee could immediately vote on RTK’s report so the budget can be executed,” Basha said.

He added that he had hoped for understanding among Presidency members, as his intention was to call an extraordinary Assembly session on Thursday morning to finalize the formation of committees and enable the approval of RTK’s financial plan.

“I truly believed there would be agreement among the members so we could proceed swiftly,” he noted.

According to Basha, two other key topics discussed during the meeting were:

  1. The municipal budgets for Pristina, Gjilan, and Zubin Potok, and
  2. The national annual budget of the Republic of Kosovo.
