The Kosovo Assembly may hold a session to vote on Glauk Konjufca as the new Prime Minister on November 15, if the full 15-day period for convening the session is used. This was stated by researcher Vullnet Bugaqku from KDI, who also noted that the chances of Konjufca successfully being elected appear minimal.
“If the 15-day deadline is fully utilized, the session would have to take place on November 19, 2025,” Bugaqku explained.
Konjufca was mandated as the candidate for Prime Minister by President Vjosa Osmani after Albin Kurti, leader of Lëvizja Vetëvendosje (LVV), withdrew his candidacy on November 4. Osmani confirmed her decision in a press conference the same day, stating that she acted in accordance with Constitutional Court rulings and that both LVV and Konjufca are confident they could secure the 61 votes required to form a new government.
Kurti, who led the previous government for more than four years, failed to secure enough votes in the October 26 session, obtaining only 56 out of 120 parliamentary votes. At least 61 votes were needed for a majority. Opposition parties contributed 52 votes against him, while 4 deputies abstained.
Analysts warn that LVV’s attempt to form a government under Konjufca could trigger further political deadlock in Kosovo, given the slim chances of reaching the required parliamentary majority.
