Former Justice Minister: KPK Has Long Been Captured by Interest Groups, a Bitter but Undeniable Reality

Albulena Haxhiu, former Minister of Justice, commented on recent developments within the Kosovo Prosecutorial Council (KPK), stating that the institution has long been captured by interest groups whose priority is not improving the prosecutorial system but protecting their own interests and those of individuals outside the Council.

“Today, everyone can clearly see what we have been warning about for years. KPK has long been captured by interest groups whose priority is not the improvement of the prosecutorial system but the protection of their own interests and of individuals outside the Council. This is a bitter reality, but undeniable. The KPK reform is expected to be implemented in January 2026, and this is a necessary step to restore integrity in the institution,” Haxhiu wrote.

Haxhiu also addressed broader judicial reforms.

“Since 2021, when we initiated justice reforms, the goal has been clear: removing the control of a narrow circle of people, increasing transparency and accountability, eliminating the influence of interest groups that have used the institution for personal and group benefits, strengthening meritocracy over connections or clans, and creating an institution that serves the public, not privileged individuals. For most current KPK members, this reform has been an obstacle from day one. They have used every possible means to block it, but they have not succeeded and will not succeed, because justice and public interest cannot be stopped by isolated interest groups,” Haxhiu concluded.
