Zelensky: Ukraine’s Peace Plan Reduced to 20 Points

Ukrainian President Volodymyr Zelensky has announced that the new version of the peace plan, currently being discussed with the United States, has been reduced from 28 points to 20.

The announcement was made during a joint press conference with Ireland’s Prime Minister, Michal Martin, during Zelensky’s first official visit to Dublin.

Zelensky stated that delegations from both countries have worked on the plan during meetings held in Geneva and Florida, while several issues still remain to be finalized.

He emphasized that Kyiv is awaiting the outcome of U.S.–Russia talks, adding that Ukraine’s next steps will depend on those developments.

The president confirmed that he has maintained continuous communication with the U.S. Special Envoy, Steve Witkoff, and his team, noting that he is ready for further meetings — including a visit to Ukraine — if he sees “real and concrete dialogue.”

Zelensky did not disclose the full details of the new plan but highlighted the three “most sensitive” issues:

  • the status of the occupied territories,
  • the use of frozen Russian assets — a decision largely in the hands of European partners,
  • and security guarantees for Ukraine from the U.S., Europe, and countries of the “coalition of the willing.”

He underlined that Kyiv expects strong and enforceable security guarantees, while the respective teams continue to work on the remaining elements of the plan.
