MIA of North Macedonia: Operational Staff Formation for UÇK Protest Is Standard Procedure, Security Measures Will Be Complete

Skopje/Prishtina, 11 December 2025 – The Ministry of Internal Affairs (MIA) of North Macedonia has responded to the upcoming protest organized by former members of the Kosovo Liberation Army (UÇK), scheduled for 13 December in Skopje.

In an official statement, the MIA emphasized that the formation of the Operational Staff is not an extraordinary measure, but a standard procedure applied to all large-scale public gatherings. The ministry confirmed that all necessary security measures will be implemented according to applicable laws and regulations to ensure the protest proceeds safely and without incidents.

“For the announced protest on 13 December, an Operational Staff will be formed, which represents a standard procedure for any large-scale citizen assembly. Representatives from all organizational units of the Bureau for Public Security will participate and act operationally regarding the event,” the MIA stated.

The ministry added that security measures will be fully aligned with current legal frameworks to guarantee the smooth and safe conduct of the demonstration.

Organizers Respond

The announcement comes amid reactions from protest organizers—associations of former UÇK members—who criticized remarks by North Macedonian Prime Minister Dimitar Mickoski regarding the formation of a “crisis staff,” calling such statements unnecessary and potentially tension-inducing.

Organizers assured the public that the protest will be peaceful, inclusive, and free of political agendas, urging North Macedonian authorities not to politicize citizens’ constitutional right to assemble.

Hysni Gucati, head of OVL-UÇK, confirmed that the protesters possess the required permits from North Macedonian authorities and expressed confidence that the event will proceed without incidents, highlighting that the demonstration’s primary purpose is to call for justice for former UÇK leaders at The Hague.

The protest is scheduled to begin at 13:00 at Skanderbeg Square in Skopje.
