Ursula von der Leyen Confirms EU Measures Against Kosovo Are Being Lifted Following Peaceful Transfer of Power in the North

European Commission President Ursula von der Leyen has confirmed that the European Union is moving forward with the removal of measures imposed on Kosovo, citing the peaceful transfer of local governance in the northern municipalities after recent local elections.

Speaking during the EU–Western Balkans Summit, von der Leyen described the development as positive and encouraging, underlining that stability and democratic processes were key factors behind the decision.

“Good news for Kosovo! The transfer of local governance in the north following the recent local elections was peaceful,” von der Leyen wrote on social media platform X. “Thanks to this, I am pleased to announce that we are moving forward with lifting the measures against Kosovo.”

She further announced that the EU will significantly increase its financial support for Kosovo, confirming that €216 million in assistance is being programmed, with €205 million expected to be disbursed at the beginning of next year.

The move marks a notable shift in EU policy, as restrictive measures were introduced in 2023 amid heightened tensions in northern Kosovo. Brussels has repeatedly stressed that de-escalation, rule of law, and democratic governance are essential conditions for deeper engagement and support.

EU officials view the peaceful transition in the north as a concrete step toward stability, while Kosovo’s institutions continue to push for the full removal of all remaining measures.
