The failure to constitute the Assembly is seen as a failure of the political class. According to former Constitutional Court judge Kadri Kryeziu and analyst Artan Muhaxhiri, the blockage is a result of the lack of political will and legal uncertainties that require interpretation from the Constitutional Court.
Constitutional experts and political analysts argue that this form of continuing sessions every other day is absurd. Former member of the Constitutional Court, Kadri Kryeziu, says that resolving this deadlock requires political will between the parties.
“To resolve the problem, there needs to be political will, and we should look at past experiences positively; otherwise, this action is absurd, unpleasant, and bad for our people,” said Kryeziu.
Analyst Artan Muhaxhiri argues that the failure to constitute the Assembly for an extended period reflects a failure of Kosovo’s political leadership and reflects the citizens’ frustration.
“This blockade has nothing to do with technical or procedural issues; it is a blockade in their minds, in their judgment. It is a total failure of Kosovo’s political class. There is no idea or moral on how to overcome this crisis and behave responsibly according to the trust they have received from the citizens,” stated Muhaxhiri.
Muhaxhiri also stated that unless the Constitutional Court clarifies the article that states only the winner can propose a candidate for Speaker of the Assembly, and does not explain what happens if the candidate doesn’t have enough votes, the blockage will only continue.
