CEC: Registration of out-of-country voters begins May 6 for postal and diplomatic voting

The Central Election Commission (CEC) has announced that the registration process for voters living outside Kosovo will begin on May 6 and run until May 17, 2026.

During this 12-day period, all Kosovo citizens residing abroad can apply online to register and choose their preferred voting method either by post or in diplomatic missions.

CEC spokesperson Valmir Elezi said that voters can individually select one of three voting options:

  1. voting physically at a Kosovo diplomatic mission,
  2. sending the ballot by post to one of the CEC’s mailboxes abroad, or
  3. sending the ballot to the CEC mailbox in Kosovo.

According to Elezi, voters registered to vote at diplomatic missions will cast their ballots on June 6, while postal voters can vote from May 25 until June 6.

He also explained that after the previous elections, the CEC introduced several improvements to out-of-country voting. One key rule is a minimum of 50 registered voters required to organize voting at a specific diplomatic mission. If fewer than 50 voters register, in-person voting at that mission will not take place, and those voters will automatically be reassigned to postal voting and notified accordingly.

For voters choosing postal voting, the CEC will send voting packages by mail, as done in previous local and parliamentary elections.

Elezi further noted that it is a legal obligation for the CEC to remove the names of all registered out-of-country voters from the voter lists used at polling stations inside Kosovo on election day.
