Dehari: Osmani May Call Parties for Consultation to Resolve Parliamentary Deadlock

On April 24, 2025, Avni Dehari, the Speaker of Kosovo’s Constituent Assembly session, stated that there is no immediate need for a consultative meeting with political parties during the next session scheduled for April 25, 2025. Dehari, who is the oldest member of the parliament from the ranks of the Self-Determination Movement (LVV), emphasized that Albulena Haxhiu remains the candidate nominated by LVV for the position of Speaker of the Assembly.

The session will attempt the sixth vote to elect the Assembly’s leadership body. Despite the challenges, LVV has not withdrawn the nomination of Haxhiu, continuing its push for her election as Speaker of the Kosovo Assembly.

In response to calls for the involvement of President Vjosa Osmani in resolving the impasse, Dehari suggested that if needed, the President could call the parliamentary parties for consultations. Civil society groups have also urged Osmani to take a more active role in helping break the deadlock over the Assembly’s constitution following the February 9 elections.

KosovaPress reached out to the Office of the President for comment on the possible invitation to parties for consultations but received no response. However, President Osmani had previously indicated that she might step in after the failure to validate the mandates of MPs on April 16.

The latest deadlock occurred on April 23, when the Assembly failed for the fifth time to elect its leadership, leaving the ninth legislature unconstituted. LVV, as the winner of the elections, holds the exclusive right to nominate the Speaker based on a 2014 Constitutional Court ruling, yet has faced opposition, with only 57 votes for Haxhiu, short of the required 61.

Opposition parties, including PDK, LDK, and AAK, have resisted her election, while MPs from the Social Democratic Initiative have abstained. Additionally, Serb List MPs did not participate in the vote, and Duda Balje, an MP from the Bosniak community, also abstained. The continuation of the session will take place on Friday, April 25 at 10:00 AM.
