“Digitization Projects of the Kosovo Judicial Council’s Administration Blocked by the Suspension of USAID Funds”

The new President of the United States, Donald Trump, issued new decisions upon taking office. One of these was the decision to suspend funds for countries through the USAID project. One of the beneficiary countries of these funds was Kosovo, which had ongoing projects to help the judicial system by digitizing the administration, specifically at the Kosovo Judicial Council (KGJK).

USAID had contributed to several programs aimed at improving the efficiency of the work within courts in relation to the services citizens receive at the courts. The Commercial Justice Program, the E-filing System, and E-failure notifications were projects financially supported by USAID.

The first project aimed to support the newly established Commercial Court in advancing the Case Management and Information System (SMIL). Through this program and the use of SMIL, the goal was to improve statistical data and provide training for cybersecurity awareness. Another element supported by this program was the linking of SMIL with the Central Bank to block the accounts of parties based on court decisions.

The second project funded by USAID focused on E-filing, which aimed to enable parties to initiate civil cases in court online. USAID provided technical and financial assistance to develop a web application where citizens could initiate civil cases without needing to appear in court, doing so electronically instead.

Another program supported by USAID was E-failure notification, which enabled businesses to generate bankruptcy certificates online. Through funding and technical support in defining the requirements, it became possible to generate online certificates. These certificates would be based on data generated by SMIL.
